Richard Barcum

Richard Barcum

President

Richard Barcum is the President of Cardinal Compliance Consultants, LLC. He is a Certified Safety Professional with 26 years of experience in the anticipation, recognition, evaluation and control of workplace hazards and in developing and implementing H&S programs at hazardous waste sites nationwide for the US Navy (EFA Midwest EJOCs I & II), USACE, VA and other federal clients. As well as with federal, state, and local occupational safety and health and environmental regulations.  He has experience developing PPE and air monitoring programs for work involving solvents, POLs, toxic metals, acids/bases, reactives, PCBs, UXO/OE, pesticides, asbestos, and lead-based paint. He has specialized training in personal & respiratory protective equipment (PPE Levels A, B, C, and D), safety program management, hazard communication, ergonomics, hearing conservation, lockout/tagout, fire safety and electrical safety. He is also a Certified Industrial Hygienist.

Electrical Engineer

Thomas joined Cardinal Compliance Consultants, LLC in 2014.  He has brought with him over 40 years of experience in the Electrical Engineering field.  Thomas handles Arc Flash Analysis, Authoring and implementing Electrical Safety Programs, performs Safety Training Classes that are offered by Cardinal Compliance Consultants, LLC and also specialized in Lockout/ Tagout procedures, training and program authoring.

Jeff Brower

Health & Safety Consultant

Jeff has over 8 years of Environmental, Health and Safety experience in both Construction and Manufacturing.  He received his B.S. degree in Spanish from the University of Toledo.  Jeff joined Cardinal in 2019 and provides general EHS consulting such as the development of health and safety programs, audits and inspections and training.  He is currently enrolled in the Master of Environmental Health and Safety Management program at the University of Findlay.

Phil Harris

Health and Safety Consultant

Phil Harris has been working in the safety and loss prevention field since 1990.   Phil started his safety career working for a large concrete paving contractor in southeast Wisconsin.  During those 17 years the company worked in several markets:  tunneling, excavations, crushing / mining, concrete structures, bridges, grading, redi-mix plants and general building construction.

Phil also worked as a loss prevention consultant for Marsh McLennan serving a single client, the MMSD (Milwaukee Metropolitan Sewerage District).  During his 8 years with Marsh, he was part of a three-person team that developed and managed the OCIP (Owner Controlled Insurance Program) for all of the MMSD construction projects totaling $400 million.  This program received state recognition from the DWD (Department of Workforce Development) for setting the standard for “best construction safe work practices” achieving a .3 EMR for 8 consecutive years.

Moving to Ohio in 2016, Phil worked on the Little Caesar’s Arena project in Detroit until completion in late 2017.  His most recent project was a 6-month involvement in the new JUSHI Fiberglass Plant in Columbia S.C. as the onsite construction safety director for a local Toledo electrical contractor. 

Heidi Barcum

Office Manager

Heidi is the wife of Owner, Rich Barcum and the Office Manager at Cardinal Compliance Consultants.  She started with Cardinal in July of 2017.  Her work experience includes over 15 years of experience in Property / Office Management and 6 years of experience in Medical Billing and Patient Coordination.  Heidi handles the day to day management of the Cardinal office, as well as Training Schedule Notifications, Processing Client Certification Cards, Certificates, and Training paperwork, in addition to supervising the Administrative Staff.  She assists Rich in Accounting and Financials, as well as client relations.

Michaela Cilley

Administrative Assistant

Michaela joined the Cardinal Compliance team in 2017. She has been in charge of website design, promotion, marketing, webinars and general office duties. Bringing with her 7 years of experience in the administrative field.  She is currently furthering her education at Columbia Southern and is working to obtain her Bachelors Degree in Occupational Health & Safety. Michaela is also attending Safety Training Classes that are offered by Cardinal Compliance Consultants, LLC.
