Richard Barcum, President of Cardinal Compliance Consultants, LLC, is a highly experienced Certified Safety Professional with over 30 years of expertise. He has a comprehensive understanding of workplace hazard anticipation, recognition, evaluation, and control. Throughout his career, Richard has developed and implemented health and safety programs for hazardous waste sites across the country, serving federal clients such as the US Navy, USACE, and VA.
With extensive knowledge of federal, state, and local occupational safety and health regulations, Richard excels in ensuring compliance with environmental standards. He has a specialized focus on developing personal and respiratory protective equipment (PPE) and air monitoring programs for various hazardous substances, including solvents, toxic metals, acids/bases, reactives, PCBs, UXO/OE, pesticides, asbestos, and lead-based paint.
In addition to being a Certified Safety Professional, Richard is also a Certified Industrial Hygienist. He possesses specialized training in PPE levels A, B, C, and D, safety program management, hazard communication, ergonomics, hearing conservation, lockout/tagout, fire safety, and electrical safety. His diverse skill set and expertise make him a valuable asset in delivering top-quality health and safety solutions to clients.

Heidi Barcum
Office Manager
Heidi, the Office Manager at Cardinal Compliance Consultants, brings a wealth of experience and expertise to her role. With a background spanning over 15 years in Property/Office Management and 6 years in Medical Billing and Patient Coordination, Heidi has a comprehensive understanding of managing office operations with efficiency and precision.
Since joining Cardinal in July of 2017, Heidi has been an integral part of the team, overseeing the day-to-day management of the Cardinal office. Her responsibilities include coordinating the training schedules and ensuring timely notifications to participants. Heidi also plays a crucial role in managing client certification cards, certificates, and training paperwork, ensuring that all documentation is accurate and up to date.
With her meticulous attention to detail, Heidi supervises the administrative staff, ensuring smooth workflow and providing support where needed. Additionally, she collaborates closely with Rich, the Owner of Cardinal Compliance Consultants, assisting in accounting and financial matters, as well as maintaining strong client relationships.
Thomas joined Cardinal Compliance Consultants, LLC in 2014. He has brought with him over 40 years of experience in the Electrical Engineering field. Thomas handles Arc Flash Analysis, Authoring and implementing Electrical Safety Programs, performs Safety Training Classes that are offered by Cardinal Compliance Consultants, LLC and also specialized in Lockout/ Tagout procedures, training and program authoring.
Marc joined Cardinal Compliance Consultants, LLC in 2022.
Mr. Corbett is a Managing Consultant with Cardinal Compliance Consultants and has over 40 years of comprehensive experience in the industrial hygiene and safety profession. He is a certified industrial hygienist and has extensive exposure assessment experience in the chemical and pharmaceutical industries. He has evaluated a wide array of chemical, physical, & biological exposures, performed toxicological reviews, has conducted ergonomic & human factors assessments, and work practice & engineering control evaluations. He has a developed a skillful passion for solving occupational exposure to airborne contaminants with well designed local exhaust ventilation system controls. He is well versed in and values the implementation of health and safety management systems to establish excellence in worker protection.
Jeffrey Hutchins
Senior Health and Safety Consultant
Mr. Hutchins is a Senior Health & Safety Consultant with Cardinal Compliance Consultants and has over 35 years of comprehensive experience in the industrial hygiene, safety, and risk management profession. He has conducted occupational health & safety assessments in a wide variety of industries and is driven to provide effective solutions to reduce occupational injury and illness risks. Jeff has a B.S. in environmental health, an M.S. in occupational health and is a Certified Industrial Hygienist. wusa /uninstall /kb:5026372
Jeff has over 10 years of Environmental, Health and Safety experience in both Construction and Manufacturing. He received his B.S. degree in Spanish from the University of Toledo, as well as his M.S. in Environmental, Safety, and Health Management from the University of Findlay. He is also Board Certified in Occupational Hygiene and Safety. Jeff joined Cardinal in 2019 and provides general EHS consulting such as the development of health and safety programs, audits and inspections and training.
Phil Harris joined Cardinal in 2019 and has been working in the safety and loss prevention field since 1990. Phil started his safety career working for a large concrete paving contractor in southeast Wisconsin. During those 17 years the company worked in several markets: tunneling, excavations, crushing / mining, concrete structures, bridges, grading, redi-mix plants and general building construction.
Phil also worked as a loss prevention consultant for Marsh McLennan serving a single client, the MMSD (Milwaukee Metropolitan Sewerage District). During his 8 years with Marsh, he was part of a three-person team that developed and managed the OCIP (Owner Controlled Insurance Program) for all of the MMSD construction projects totaling $400 million. This program received state recognition from the DWD (Department of Workforce Development) for setting the standard for “best construction safe work practices� achieving a .3 EMR for 8 consecutive years.
Moving to Ohio in 2016, Phil worked on the Little Caesar's Arena project in Detroit until completion in late 2017. His most recent project was a 6-month involvement in the new JUSHI Fiberglass Plant in Columbia S.C. as the onsite construction safety director for a local Toledo electrical contractor.
Michaela Curtis
Health & Safety Consultant
Michaela joined the Cardinal Compliance team in 2017. She started out at Cardinal as an administrative assistant, bringing with her 7 years of experience in the administrative field. After furthering her education at Columbia Southern and completing her Bachelors Degree in Occupational Health & Safety. Michaela is now a Health and Safety Consultant; managing, creating and implementing client safety programs, contractor vetting, providing safety training and training tracking, conducting Industrial Hygiene Monitoring, along with onsite safety coverage at client facilities.
